Sam DeLucia
Founder and Principal Consultant, Advisory Services
Sam DeLucia is one of the founders of Cobalt Shields Professional Services and provides consulting services to its clients. He has more than 30 years of experience in technology, cybersecurity, IT audit, and GRC, helping organizations improve their business' risk posture and improve their IT processes to align with new technologies. Prior to co-founding Cobalt Shields, Sam held roles as a leader in several telecommunications companies, public accounting, and consultancy organizations. Through those roles he led multinational PCI-DSS scoping and readiness for Xerox Corporation, identity and access management strategy for BetaNXT (London Stock Exchange), IT process improvement for Fidelity National Financial, customer information privacy work for AVANGRID, merger and acquisition due diligence for Centerbridge Partners, and virtual CISO services for Foley Family Wines.
More recently, Sam has been engaged with clients to improve their leveraging of AI for risk assessment, system health, and regulatory compliance reporting. Sam has been an instrumental asset to clients by implementing AI Governance controls and providing AI Governance Committee consultation.
Sam possesses the passion and ability to drive an organization's strategic direction, building collaborative and productive relationships and influencing others to drive decision making.
Sam resides in Rochester, New York, where he is a dedicated father to three wonderful children.

Steve Fabiani
Founder and Principal Consultant, CIO Advisory
Across a 35-year career Steve Fabiani has held pivotal leadership roles, including Vice President/CIO at Colgate University and Hofstra University, Interim CIO and Associate CIO at Haverford College, and senior/executive director roles at University of Pennsylvania and La Salle University - in addition to his work volunteering for several nonprofit organizations. Steve co-founded Cobalt Shields with the vision to help nonprofits, educational institutions, and businesses design and implement mission-supporting technology solutions creatively and affordably. His innovative approach centers on understanding client organizational culture, stakeholder concerns, and business needs first, and building from there. This approach keeps technology well aligned with organizational mission, and agile and lean enough to flex and change as conditions warrant. Steve lives in Philadelphia, Pennsylvania with his husband, David.
